Duties



The incumbent serves as position classification advisor for Tri-Mission Belgium and on an as-needed-basis, Embassy Luxembourg. Incumbent is responsible for the performance management program (MBC) for LE Staff. Incumbent is responsible for HR IT systems and is the temporary employment program coordinator for Tri-Mission Brussels.


Position Classification Advisor for Tri-Mission Belgium


Serves as post’s primary Position Classification Advisor and acts as liaison between supervisors at post and the Regional Classification Center (RCC) in Frankfurt. As Advisor, ensures that supervisors are aware of HR regulations and policies related to position management, position descriptions (PDs), and position classification, by conducting briefings or workshops as needed, and by promptly disseminating policy changes.


Assist Performance Management: Merit Based Compensation and training


Assists the MBC Coordinator in collecting end of year reports. Reviews documents to ensure that they are completed correctly, have been signed and no inconsistencies or inadmissible comments are included. Follows up with supervisors about delinquent or incorrect reports. Gathers information and performs calculations of MBC rewards.


Human Resources Information Systems Management


The incumbent is expected to accurately administer employer, employee, and employment data and maintain the HR information systems without the need of assistance for other than higher level, external technical support. The employee liaises with local IT and Washington for technical and non-technical IT related HR matters.


Temporary Employment


Acts as the COR for temporary employment contracts and negotiates with temping agencies on new assignments. Upon receipt of request from hiring office, ensures that the request includes a description of duties and the qualifications required as well as the duration of the assignment. Calculates cost for temporary assignment and requests funding availability from the Financial Management Office.

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least three years of experience in human resources administration.


JOB KNOWLEDGE: General knowledge and familiarity of HR information systems. Must be familiar with personnel and administration regulations associated with large organizations. Excellent knowledge of performance management systems and processes, and bonus systems similar to Merit Based Compensation processes. Excellent knowledge of Belgian social security regulations and labor law related to LE Staff administration. General understanding of the intricacies of the various group insurance plans.

Education Requirements:

Two years full-time college or university studies.

Evaluations:

LANGUAGE: Fluency in English; fluency in French or Dutch with a good working knowledge of the other language. This may be tested.


SKILLS AND ABILITIES: Must have demonstrated experience in using software programs related to HR IT programs. Must have excellent organizational skills.
